Ms. Van den Kooy has over 11 years of experience in providing public outreach, project management, real estate advisory, housing administration, and grant writing services for public and private sector clients in urban, suburban, and rural settings. Ms. Van den Kooy has extensive experience in providing public outreach and marketing services for community projects and programs throughout New Jersey. She has managed multiple public outreach teams simultaneously to complete projects of substantial size over large geographic areas.

Her experience extends to project management where she has provided oversight to over 25 staff members on public outreach and community development projects. Through this experience she has become adept at organizing and coordinating large project teams and expertly managing logistics to successfully complete complex projects.

Peter Van den Kooy has over 20 years of experience providing planning, program administration, environmental permitting, and allied services in urban, suburban, and rural settings. He has provided these services to over 130 public sector clients and over 70 private sector clients in New Jersey, New York, Connecticut, Pennsylvania, and other parts of the United States. Mr. Van den Kooy has extensive experience in the full range of planning services for government clients, including but not limited to the preparation of master plans, redevelopment studies and plans, ordinance amendments, strategic planning for business districts and Urban Enterprise Zones (UEZ), feasibility studies and special planning studies, board representation, land use, environmental, housing, sustainability, resiliency, economic development, utilities, and transportation planning, community engagement, and related services. In addition, Mr. Van den Kooy has extensive experience in affordable and workforce housing planning and program administration. He has managed the administration of over 2,000 affordable housing units and has designed and implemented affordable housing programs for over 50 government clients. His experience also extends to planning, program administration, environmental permitting, and related services for private sector clients, where he has provided services on numerous residential, commercial, industrial, and mixed-use projects.

Mr. Van den Kooy has a Master of City and Regional Planning degree from Rutgers University, New Brunswick, New Jersey. He is a licensed Professional Planner in the State of New Jersey and a Member of the American Institute of Certified Planners. He is also a certified affordable housing Administrative Agent and has an Affordable Housing Professional Certification from Rutgers University.

Dan Levin has nearly 20 years of experience in the planning arena in the local government, non-profit, and private sectors in both the US and abroad. Most recently, Dan’s responsibilities included the preparation of portions of the Wildwood Urban Enterprise Zone Five-Year Strategic Plan, and drafting Housing Element and Fair Share Plans for numerous municipalities across the State of New Jersey, including supporting documents such as affirmative marketing plans, spending plans, accessory apartment and market-to-affordable manuals. Dan also has experience in community development, having previously worked at the Wilmington Renaissance Corporation in Wilmington, DE, and The Enterprise Center – CDC in West Philadelphia. He also spent 7 years working as a Strategic Planner in Melbourne, Australia, working on various neighborhood comprehensive plans and development applications. In addition, Dan lectures at the University of Pennsylvania’s Stuart Weitzman School of Design for their 1^st year graduate Planning studio.

Dan has a Masters of City Planning degree from the University of Pennsylvania and a Bachelors in Urban Planning. He is a licensed Professional Planner in the State of New Jersey and a Member of the American Institute of Certified Planners.

Ms. Asher has over 13 years of experience providing administrative and business operations support in both corporate and small business settings with a strong foundation in technical support and systems coordination. Skilled at streamlining workflows, enhancing service delivery, customer service, and resolving issues efficiently to maintain client satisfaction. Ms. Asher has leveraged and applied these skill sets to implement and support program administration and planning projects, including management of project and unit tracking spreadsheets, waiting lists, and other components, as well as correspondence with applicants and clients to help expedite project delivery and completion. Adept at bridging communication between cross-functional teams, she also serves as the project coordination lead for multiple planning and program administration projects.

Mike Butkocy joined ACS in 2025 and brings 8 years of experience in community development, affordable housing, real estate closings, compliance and housing policy. He began his career working in the office of community development in Mount Laurel, NJ, assisting the Affordable Housing Liaison and working as a housing inspector to ensure affordable rental units were up to code. Mike transitioned to an administrative agent role, and in his tenure, has assisted with the placement of thousands of affordable housing applicants. He has been involved in projects such a new construction, rental developments, resales, mobile homes, veteran preference, workforce programs and section 8 housing. Mike has worked on affordable housing projects across the state of New Jersey with developers such as K. Hovnanian, Pulte, Toll Brothers, Edgewood Properties and Russo Development. He has assisted with the administration of some of the largest affordable housing programs in New Jersey in developments such as the Hilltop at Cedar Grove, Enclave at Old Tappan, The Gables in Mount Laurel, and more.

Mike obtained both his B.A. in political science and M.A. In public policy from Monmouth University in 2016 and 2018 respectively. He is also a certified affordable housing Administrative Agent and has an Affordable Housing Professional Certification from Rutgers University.

Mr. Ford, Technical Specialist at ACS, has over 7 years of experience providing Affordable Housing Planning and Administrative Agent Services to public and private sector clients. He has provided a wide range of affordable housing administrative agent services, including the preparation of operating manuals, spending plans, affirmative marketing plans, program forms, and other program documentation as well as applicant processing services. He has also prepared housing plan element and fair share plans, implementing ordinances, and related documentation. In addition, Mr. Ford has substantial experience in land use planning, including the preparation master plans, redevelopment studies and plans, ordinances, planning review letters and reports, and related documentation. Mr. Ford has provided these services to numerous municipalities in New Jersey and South Carolina in urban, suburban, and rural settings.

Ms. Gibson has more than 30 years of experience administering housing and community development programs for local government. She has overseen initiatives across the housing continuum—from homelessness services and rental subsidies to homeownership, rehabilitation, and development—with funding from HUD, LIHTC, and U.S. Rural Development. Leslie has authored a wide range of planning and compliance documents, including Consolidated Plans, HUD PHA Annual and 5-Year Plans, Affirmative Fair Housing Marketing Plans, Analyses of Impediments to Fair Housing, guiding principles and policies, and financial due diligence reports. Her successful proposals have secured more than $27M in competitive federal, state, and local funding for housing developments and programs. As first manager for Broomfield Housing Authority in metro Denver, Leslie successfully challenged U.S. Census data to secure HUD CDBG Entitlement Community status for the county and negotiated a partnership with Habitat for Humanity to purchase and rehabilitate foreclosed homes with ARRA funding during the 2008 market downturn. In more overarching positions, she has served as an intergovernmental liaison, oversaw partnerships, designed strategic communications, led community engagement, and reformed internal systems.

Leslie has a bachelor’s degree from the University of Colorado in Sociology and Women Studies and has obtained numerous technical training certificates on programming and funding compliance. She is also a graduate of Urban Land Institute’s Real Estate Diversity Initiative Program.

Kevin Hunter has over 15 years of experience in the fields of planning and public policy. Within his current role, Kevin has assisted in the preparation of Housing Element and Fair Share Plans for several municipalities in New Jersey and the East Orange Urban Enterprise Zone Five-Year Strategic Plan. He also provides spatial analysis and mapping for various planning projects. Kevin also serves as Project Manager at Drexel University’s Lindy Institute for Urban Innovation where he coordinates various administrative, planning, design, and engagement projects. Previously, Kevin served as a Senior Policy Analyst with the Philadelphia Department of Planning and Development where he developed and evaluated planning, zoning, and permitting policies. Kevin has also worked as a Senior Planner for a Boston-area redevelopment authority, and as a transportation, housing, and environmental legislative staffer with the United States Senate.

Kevin holds a Master of City Planning degree from the University of Pennsylvania and a Bachelor of Arts in Government and International Relations from Clark University.
