The ACS team is composed of highly driven, passionate and skilled professionals in each of our service areas. We excel in providing professional planning, housing program and community development program administration, environmental planning and permitting, and related services for public and private sector clients. Our professionals have over 20 years of experience providing these services for clients and projects in urban, suburban and rural settings.

Having successfully completed over 500 projects for clients in New Jersey, New York, Connecticut, Pennsylvania and other locations throughout the US, our professionals bring a tremendous depth of knowledge and experience to every assignment and are committed to providing the highest quality of service. As ACS’s professionals have substantial experience with projects ranging from single family homes and small retail businesses up to residential and non-residential projects of over 1,000 housing units and 2 million square feet in size, respectively, ACS has the expertise to assist your organization with implementing and managing projects and programs of any size and complexity.

ACS is led by Heather Van den Kooy, President of the firm, and Peter Van den Kooy, Vice President. Ms. Van den Kooy, President of ACS, has over 11 years of experience in community outreach, real estate advisory, housing program administration, grant writing, and project management. She is currently leading the Administrative Agent Services for several New Jersey municipalities, including Jersey City and Fair Lawn Borough, as well as several private sector Clients. Ms. Van den Kooy is a Realtor, and a Certified Affordable Housing Administrative Agent.

Peter Van den Kooy, PP, AICP, Vice President, has over 20 years of experience providing professional planning, environmental permitting, and program administration services to public and private sector clients throughout New Jersey, New York, and in other locations throughout the United States. He provides a full range of planning, environmental permitting, and program administration services, which include but are not limited to the preparation of master plans and comprehensive plans, ordinances, redevelopment studies and plans, affordable and workforce housing plans and implementing ordinances, feasibility studies, sustainability and resiliency plans, environmental planning and permitting, open space planning, utility infrastructure planning, professional planning testimony, and affordable and workforce housing program administration. He maintains strong specialty expertise in affordable and workforce housing planning and program administration services, including technical planning and affordable housing administration support during affordable housing agreement and settlement agreement negotiations, preparation of Housing Plan Element and Fair Share Plans, special housing studies, implementing ordinances, a full range of Administrative Agent services, and design, implementation, and management of affordable housing programs. In total, Mr. Van den Kooy has led and managed the administration of over 1,000 affordable housing units. He has provided affordable housing planning and administration services to over 50 public sector clients and a similar number of private sector clients in urban, suburban, and rural settings. He is a licensed Professional Planner (PP) and is a certified member of the American Institute of Certified Planners (AICP). Mr. Van den Kooy is also a certified Administrative Agent having completed all Council on Affordable Housing (COAH) Certification Modules and having obtained an Affordable Housing Professional Certification from Rutgers University Center for Government Services.
